Research On The Reform Of Nansa Urban Management Law Enforcement's Center Of Gravity Down

As China is developing steadily,governments start to delegate administrative power to lower levels,so as to enhance the vitality of economic development.Moving down the focus of law enforcement is equivalent to delegating the team's administrative power to lower levels.The main objective is to integrate resources and solve such problems as under-strength team,barriers between higher and lower levels or between different departments and regions,lack of clear-cut job responsibility,and blocked information communication.In March,2009,the requirements of reform for moving down the working focus of Urban Administrative and Law Enforcement Bureau to lower levels were proposed in Guangzhou.Guangzhou is also one of the first group of cities that proposed such requirements.In December,2009,relevant implementation plans were released in Nansha District of Guangzhou.Nansha District,as a free trade zone in China,has legally guaranteed the innovation in the reform of administrative system.Its reform is powerful and sustainable.Thus,the study on the devolution of Urban Administrative and Law Enforcement Bureau in Nansha District has practical significance for guiding the devolution of law enforcement nationwide.In the present study,a large number of relevant literatures were reviewed.The reform of moving down the working focus of Urban Administrative and Law Enforcement Bureau to lower levels in Nansha District was investigated.The methods for improving such reform were explored.The paper describes the process and measures of the reform in Nansha District,evaluates the impact of the reform and explains the new problems arising from the reform.At last,The paper provides some suggestions for the reform of moving down the focus of law enforcement to lower levels in order to establish a reform model.
