| During The four session of the twelve National People's Congress, the Prime Minister Li Keying underscored the people's livelihood issues about food security specifically in his work report, and listed it in the program named “the focused eight work” developed this year. The food security situation in our country is not optimistic,however, as for the issues caused by food security, we investigate them more than file them; for the criminals, they are more sentenced to probation and less real criminal sentence. The majority of food security issues are administrative penalties, while court cases take a small part of them, which reflects the fact that there is little connection between the administrative law enforcement in the field of food security and criminal judicature. This problem makes criminals accessible to commit crimes,which has a huge negative influence on the social harmony as well as the safety of lives and properties of people. It has a lot realistic meanings for us to solve this pressing problem. Some opinions are stated in the following paragraphs.The connection between the administrative law enforcement and criminal judicature is a connection between working mechanisms of two departments, as well as a connection between laws in relation to food security and the criminal laws. The action of doing, punishing and connecting play important roles in attacking crimes on food security issues and managing the food market. However, in the supervision of food security, people usually notice the “doing” and “punishing” part while neglect the “connecting” part. It is this gap in the connection that undermines the law's shocking power to the crimes of food security. Here I set the crimes happened in D City, Shandong Province as examples, to analyze the current situation of this gap,which revealed in several aspects such as the lacking of submitted cases, the difficulty of judging responsibilities, the dampen of transforming evidences, and the lowutilization of information platforms; moreover, I analyzed the reasons from the aspects of legislative normalization, the steps of program, and the sustaining system. I hope that this essay would help to improve the implement of the connection work between the administrative law enforcement in the field of food security and criminal judicature.In this paper, chapters are arranged as following:The first chapter, introduction.
