In recent years, all kinds of sudden disasters occurred frequently, resulting in a hugedemand for emergency logistics. The army is the main force position in emergencies, thenon-wartime military emergency logistics is particularly important. But now, the study ofnon-wartime military emergency logistics support system and its capacity evaluation is stillin the weak link. To establish a set of scientific, rational and workable evaluation system ofnon-wartime military emergency logistics support capability, and to evaluate non-wartimemilitary emergency logistics support capability systematic have important significance toimprove the level of our country’s non-wartime military emergency logistics support.Non-wartime military emergency logistics support system structure and its operatingmechanism are analyzed. The current shortage of non-wartime military emergency logisticssupport is discussed. Influence factors of non-wartime military emergency logistics supportcapacity are analyzed. Combining with the principle of evaluation index selection, thenon-wartime military emergency logistics support capability evaluation index waspreliminary selection. The evaluation index is composed of3primary indexes and18secondary indexes. A survey questionnaire was designed, to conduct field research. Validitytest, reliability test and factor analysis of data are done by SPSS18.0software, theevaluation index of non-wartime military emergency logistics support capability aredetermined finally——3primary indexes and corresponding18secondary indexes,primary indexes are organization and coordination capacity, resource operational capacity,information processing capacity. In order to determine evaluation index weights,improvement three-scale analytic hierarchy process and entropy weight method are selectedby comparison. Multistage fuzzy comprehensive evaluation method is adopted to establishthe appraisal model of non-wartime military emergency logistics support capability.Taking X-force as an example, the building model is analyzed. The MATLAB is usedfor matrix operations. The solution could accurately show the practical situation, it remarksthe established model is scientific, reasonable and feasible.
