Research On Policy Tools For Management Of Urban Traffic Congestion In Shanghai

Based on urban traffic, the congestion management is studied as one case in Shanghai. From the congestion management policy as a breakthrough point, this paper combined with relevant theoretical knowledge, domestic and foreign advanced experience. From the actual situation in Shanghai, the policy tools for management of urban traffic congestion are taken in depth research carefully now. And it put forward some countermeasures and suggestions of policy tools to optimize current traffic conditions.Through research, we can draw the following conclusions:First, the management of urban traffic congestion in Shanghai is essentially a problem how to solve the contradiction between supply and demand of quasi-public goods. As quasi-public goods, traffic has the characteristics of the limitation and exclusive use of consumption. Shanghai residents of traffic demand is growing rapidly, that make public traffic supply is facing big challenge, a larger contradiction between supply and demand, the problems of the traffic jams are difficult to control.Second, the traffic congestion management in Shanghai has its historical roots and inexperienced background. It is embodied in the central city of a single structure, road function and environmental conditions are not ideal, the infrastructure and management level is not sound, etc. These governance reform measures need to be constantly optimized for a long time. This paper emphasizes the continuation of the existing governance policies, through on-the-spot investigation concluded that optimize the policy space.Third, for domestic and foreign advanced experience of the city, this paper also put forward on the technology and management experience for reference. Aspects regarding the countermeasures formulation, this paper puts forward the guiding ideology of respectively from the macro, meso and micro three levels governance measures are put forward, in under the premise of governance policies to maintain the continuation of before put forward methods to improve the improvement, in "traffic, control the car, to encourage public transport facilities, rich, intelligent management" as the guiding ideology of specific measures are put forward.I hope that through the research of the text, it can provide some references for practitioners and academics.
