Research On The Participation Of Hubin Sub-district Social Organizations In Community Management

Since the reform and opening policy conducted, the social structure of our country has changed significantly: In the political field, the administrative system and government functions have adjusted with the advancement of the times as well as the development of socialization. In the economic field, the socialist market economic system, and the social economy has gradually improved. In the culture field, the core socialist values have been widely approved which formed increasingly as a conjunct ideal and spiritual pillar in the whole society. Compared with the development of other fields, grassroots society field grew relatively slowly. Thus, the communities, which are cells of the social field, traditional administrative management can no longer meet the increasing needs of residents. Barriers have appeared between community management resources, community management entities, and community residents' needs.Social organization emerged as a product of city management and market economic development. Social organization, as an important force of public affairs management, has a significant advantage to implementing community governance and improving efficiency of community resources. Additionally, it has partially met the residents' requirement of public goods and services. Whereas, it has just started and has not matured with the progress of community management development. Therefore, the problem of how social organization can match the development of the community, boost the construction of community, and give full play to community governance deserves our high regard and consideration.This paper will focus on the social organization of the Hubin Sub-district in the Shangcheng District of Hangzhou City. First, it will overview the theories about social organization and community governance, and summarizes the significance of social organization engagement in community governance with the support of governance theory in civil society. Second, the paper will discuss the current situation and existing problems on the participation of Hubin Sub-district social organization in community governance. Third, it will analyze the principal methods and experiences of social organizations used in community governance used both at home and abroad. Ultimately, this essay will describe how to straighten out the relationship, the resolution of environmental improvement, self-construction, and public awareness based on the experience. This will possibly lead to a stronger social organization among the community. Additionally, it would increase the ability of community governance, and then achieve public democratic self-government.
