Research On The Problems And Countermeasures Of Community Service Organization In The Development Of Community Service In Colleges And Universities

In recent years, the government has been vigorously promoting the innovation of the public service system, formulating policies on purchasing services from social work organizations('SWO's), encouraging civil forces to undertake professional community services. During that process,a large number of SWOs have been developed,including the SWOs established by university teachers. As one of the basic functions of social service, colleges and universities have the professional support to develop community services. At the same time, with the encouragement and policy of the government,SWOs with the background of college and university has become a unique landscape of China. However, with the establishment of more and more college and university background SWOs, a series of problems have arisen. It is worthy of our attention and research to explore the more sustainable of these SWOs.Firstly, this present thesis adopted the method of literature analysis to combine researches of domestic and abroad and summarize the core concepts and theories related to community services,SWOs with or without the of college and university background. Secondly, through comparative study of practical cases in community services in both domestic and foreign colleges and universities, it analyzed the characteristics and general information of these SWOs: i. They enjoy high reliability, ii. They expand the production-teaching-research mode in the liberal art field effectively; iii. They conduct teaching reform through community service. It also illustrated the necessity of the establishment and development of college and university background SWOs, and pointed out the existing problems. Finally, through participant observation and case study, this paper made case studies of these SWOs to further understand the reality of community service in these SWOs. Furthermore, with structural interview to understand the shortcomings in the process of organization operation. On the basis of real cases, the author summarized the limitations of social and cultural identity, financial pressure, policy creation, personnel management, team stability, professional service and so on from the external environment and organizational characteristics of the two aspects. The author analyzed the causes of the problems and proposed that the government, society and universities should be linked to optimize the external environment for the development of the organization from the angle of policy, capital and mutual benefit mechanism. At the same time, we should strengthen the omni-directional management of the service team and put forward higher requirements for its professionalism, professional accomplishment and service mode, perfect supervision and evaluation system under the guarantee of incentive system and supervision system, and promote the sustainable development of SWOs with college and university background.
