Research On The Problems And Countermeasures Of Community Social Organization Providing Public Service

In the past 40 years of reform and opening up,China's politics,economy and culture have undergone profound changes.With the expansion of the influence of global governance,social organizations have continued to grow and develop,and the role of social grassroots governance cannot be ignored.At present,China's social management system is developing towards the diversification of governance entities.Among them,the community as a “bridge” connecting the government and the residents has played an important role in changing the social structure and promoting social transformation.As a "third sector" outside the government and for-profit organizations,community social organizations have gradually become an important member of community governance.At this stage,cultivating bottom-up social self-government forces is the focus of social governance.At the same time,social management innovation requires the government to speed up the transformation of functions,decentralize the society,and transition from a single administrative management model to a diversified social governance model.As a new type of grassroots organization,community social organizations are increasingly becoming an effective carrier and community public to undertake the transfer of government functions.An important subject of service delivery.With the continuous improvement of the living standards of residents,the demand for community public services presents the characteristics of diversification and change.In addition to the characteristics of general social organizations,community social organizations have the advantages of being close to the grassroots,flexible and low cost.Therefore,this natural advantage makes community social organizations play an increasingly important role in the field of community public services.The author makes full use of the literature analysis method and the combination of theoretical analysis and empirical analysis.On the basis of combing the concepts of community social organization and community public service,relying on governance theory,new public service theory and the theory of the third sector,From the perspective of perfecting the public management system,this paper briefly introduces the current situation of the provision of public services by community social organizations in our country,and concludes that due to the lack of laws and regulations,the unclear division of government and community social organizations,the imperfect regulatory mechanism,and the lack of community social organizations.Relevantproblems caused by the sense of identity and belonging and the immature development of the organization,such as the weak ability of community social organizations to provide public services,low object participation,unreasonable content structure and single mode.Finally,drawing on the successful experience of community social organizations in developed countries to provide public services,from the practice of the United States,Australia,and Singapore,we can summarize the suggestions for improving the provision of public services by community social organizations in China,including establishing relevant laws and regulations and strengthening government leadership.The role,improvement of relevant safeguard mechanisms,awareness of residents' participation and improvement of community social organizations' own capabilities can also provide reference for improving community social organizations in China to provide public services,promote social governance and sustainable social development.
