Study On The Optimization Of The Three Patrol System In Jinjiang

As China's social economy is in the transition period, a variety of new contradictions and new problems are constantly emerging, increasing factors of instability, security problem is becoming more and more serious, but due to the shortage of police and the agency and staffing constraints, restricting the efficiency of emergency response and disposal. Therefore, how to tap the potential, fully play the "people", has become one of the important content of social governance of local government.2011, Jinjiang Fujian municipal Party committee and municipal government from the local reality, establish and gradually improve the town village three patrol system, take hierarchical management system, the formation of a city patrol squadron guidance and supervision of the town patrol patrol squadron, town patrol squadron guidance and supervision of the village patrol patrol team level management pattern. The three patrol system plays a great role in the maintenance of social stability and stability in Jinjiang, but there are also some problems in the process of operation.This paper compares and analyzes the measures taken by China's economic developed regions and other countries in the world, analyzes the functions and characteristics of the auxiliary police system and patrol system, and find out the common and existing problems of the three patrol system and domestic and foreign mature practice in Jinjiang. Through quarterly evaluation, field visits, the "three rate evaluation" and other ways to conclude the Jinjiang City, the specific problems of the three patrol system. Based on the theory of Webb's hierarchy, the specific reasons for the problems are analyzed, and the problems are summarized as follows: grading system is not implemented, there is no uniform standard, low degree of specialization, running is not in place, and can not effectively play the role of non- personal characteristics. Finally, the paper puts forward the suggestions of the three patrol system in Jinjiang: 1, optimize the organization structure; 2, strictly regulate the personnel management system, including access, promotion system and security system; 3, strengthen education training; 4, improve the rules and regulations; 5, strengthen supervision and assessment, including the supervision and assessment mechanism and supervision.
