Research And Realization Of Emergency Patrol Intelligent Aided Scheduling System

The emergence of new information technology is promoting transformation and upgrading of contemporary public security work,and changing modern police operating mechanism.In terms of current situation,majority of patrol departments adopt fixed plans to complete prevention and control work with established time,routes and check-in,which easily caused dead angle on patrol space.Besides,some patrolmen will focus on incident area dealing with relevant case if an accident happens,resulting in fade zone in other areas.Aiming at disadvantages of patrol work,the paper,through deep investigation and analysis of traditional patrol work's modes and contents,proposes the shortest route's equilibrium problem among patrol groups,contrasts these problems with common path problem so to analysis similarities and differences,gives solutions to minimize the cost of patrol control path by simulated annealing algorithm,confirms the feasibility of solutions by living examples,and therefore designs a system,taking these as the core,called “the emergency patrol intelligent aided scheduling system”.The emergency patrol intelligent aided scheduling system,designed according to actual demands of police patrol departments and business processes of police patrol,is an intelligent public security application system owning business thinking and decision making ability.It is developed for the purpose of making patrol plans automatically on the basis of actual situation,making the deployments scientifically,the routes globally and the scheduling dynamically.Concretely speaking,the system can provide a brilliant patrol scheme for commanders and patrol control groups,in accordance with the position distribution of key patrol target and the available scale of police strength.Taking full advantage of visualization of electronic map,the system will view patrol plans directly,helping commanders to deploy police arrangement rapidly at the same time assign the plan to each patrol police group,and making commanders and groups know well of tasks' key and content.Additionally,when the shortage of police force,caused by an emergency,comes out,the commander can adjust police force using the system and thus redeploy a new patrol plan,to ensure protecting main targets within management area all the time.
