A Study On The Legal Issues Of Patrol Law Enforcement By City Patrol Police Officers

Our country city police patrol has been through more than 30 years,the city patrol police force is developing gradually,but the city police patrol law enforcement main body,the basis,the authority and the procedure have many legal problems to be solved.From the national point of view,there are mainly three different patrol modes of urban police patrol in our country.The patrol police have different law enforcement powers,irregular law enforcement procedures and different law enforcement effects.With the development of the construction of rule by law,the citizen’s legal consciousness has been greatly strengthened,and the people’s request for the city police patrol law enforcement is becoming higher and higher,and the working standard of the city police patrol is also becoming higher and higher.Especially in recent years.The incidents surrounding the patrol police,such as checking citizens’ identity cards,have aroused widespread public concern,and many discussions have taken place one after another.These discussions have clearly pointed out that the procedures for urban patrols are not specific and have not strong maneuverability.In fact,it reflects the imperfect legislation of urban police patrol in our country.At present,the city patrol of our country is developing towards the direction of three-dimensional,information and grid.The development and change of patrol system give us revision and perfect the laws and regulations of city patrol.This paper adopts the research method of case analysis and combines the author’s ten years of patrol practice to analyze the legal problems involved in the case and to clarify the reasons of the dispute through the research method of combining theory with practice.This paper analyzes the history and present situation of urban patrol in our country,combines with the comparison and enlightenment of police patrol within and outside the region,expounds the shortcomings and causes of urban patrol in our country,and puts forward some amendments.To perfect the people’s Police Law and the laws and regulations related to patrols,to formulate systematized laws and regulations on urban police patrols,and to carry out standardized training for the law enforcement of patrol police,etc.,in order to realize the regularization of police patrols in our country,Carry out the general requirements of general secretary Xi Jin ping’s "sixteen character" policy for public security work,and promote the process of social rule of law.
