Research On The Government Behavior Of Public Transit Priority In Quanzhou City Center

Urban public transportation is a kind of social public welfare undertakings, It is closely related to people's production life and economic society development. Public transport priority is an important part of the urban transport development strategy in China at the national level to determine, it is the inevitable choice of China's urban transportation problems. Quanzhou as one of the three central cities of the straits west bank economic zone, Quanzhou economic aggregate is the first of Fujian province for a long time, but the urban traffic situation in Quanzhou city center does not matching with the economic society development status.Firstly, the papers were reviewed the urban public transport of Quanzhou city center development status, and analyzed the existing problems and reasons for the government behavior of public transport in Quanzhou city center.Again, the paper were analyzed the development of urban public transport priority cases at home and abroad, concluded the success experience of local government in the policy, implementation and supervision, security, it provided experience and reference to the public transit priority strategy in Quanzhou city center.Finally, the paper based on the theory of public policy implementation and the public transit priority system and mechanism status of Quanzhou city center, proposed a series of suggestions and comments to practicable the public transit priority strategy, from policy guide, overall planning, implementation, management, market supervision, social services, etc.
