The advent of the electronic wave has brought great opportunities and challenges to the governments of all countries.All countries in the world have begun to join the general trend of government reform in the new century and use information technology to improve the traditional management methods.Due to the good informatization foundation of western developed countries and the characteristics of government system,e-government starts early and develops rapidly in the European and American countries,while China is not willing to be left behind.In 2006,the national informatization leading group has officially issued the "national e-government overall framework" document,and held a special meeting to elaborate the spirit of the document in details.Zeng peiyan,the vice premier of the state council during that time,delivered an important speech on behalf of the national leading group on informatization,and pointed out that "this document clarifies the overall path,expected objectives and priorities of China's e-government development in a strategic level,it lays a solid foundation for accelerating the construction of China's e-government." In each stage of the development of e-government,it has always been an important part of government management to improve the working efficiency and to reduce administrative costs,especially in the increasingly developing information age.The implementation of the e-government,based on network technology,is applied to government agencies relying on electronic information system It replaces a lot of manual labor,improves work efficiency,optimizes working mode,reduces the levels of the department,across time and space limitations,thus substantially reducing management costs.The paperless and remote office methods save a lot of human,material and financial resources,improve the government management ability,work efficiency and space,and give government departments more time to serve the public.This paper firstly summarizes the rise of e-government The development of e-government has basically gone through five stages.The definition of e-government is comprehensively defined and understood.The characteristics of e-government are extracted according to the differences between e-government and traditional government and relevant concepts,and several theories of e-government are studied.Secondly,this paper states briefly the development of e-government in Nanjing,the achievements of Nanjing e-government construction.The paper also analyzes five problems ofNanjing e-government construction:(1)the lack of long-term planning for the e-government construction in Nanjing;(2)the imperfect information security system;(3)the periodic existence of the "information island" phenomenon;(4)the uneven quality of system management and personnel;(5)the urgent need to improve the local supporting system.Then,it analyzes the advanced practices of developed countries such as the United States,the United Kingdom and Singapore,and the experience of cities such as Shanghai,Suzhou and Dalian in China,so as to make up for the deficiencies.Finally,based on the above analysis,the paper puts forward ten specific countermeasures and suggestions on the construction of e-government in Nanjing,including perfecting strategic planning,strengthening information resource safery management,promoting information resource sharing strict management and evaluation and social supervision,and improving the legal supporting system.
