Research On Community Correction Under The Perspective Of Multi-center Governance

As a penalty being carried out, community correction is an important part of social management, which is involved with government, community, society and citizens. The institution of community corrections transform the criminals by protecting and respecting the individual rights with legalization, socialization and humanization, which aims to control and reduce crimes to make sure of the social stability. Community correction is a new kind of progressive philosophy and a beneficial trial in promoting reform of justice system and innovation of social management.Although great progress has been achieved in trial period, community correction has some problems in social participation and the lack of managers due to the lag of legislation, the unreasonable setting of law enforcement agencies, the distempered ness of guarantee mechanism, the deficiency of the community development, the low level in specialization of managers and outmoded ideas in penalties. This article tries to explore and study the problems and causes of community corrections in Jinjiang in different views of multicenter administration by referring to the successful experience in USA, Japan and Hong Kong with the guidance of government to enforce the institutional improvement and create helpful atmosphere for community corrections. This article aims to provide some suggestions and solutions for the problems in the management, incentive system and propaganda of community corrections.
