Research On Community Correction Mechanism Of Frontier National Regions From The Perspective Of Multi-center Governance

Social governance is a management activity which is constantly innovated and improved in China,and it is also an important part of national governance.As a penalty execution system to maintain social security and stability,community correction is also an indispensable part of social governance.Community correction is characterized by criminal sanction,non imprisonment,professionalism,wide participation and humanistic care.It is not only a way of penalty execution,but also a public product provided by the government,community and society.It uses humanized means of supervision,education and help to correct the criminal behavior and psychology,so as to re socialize the criminals,so as to achieve the goal of preventing and reducing crimes and maintaining social stability.China’s community correction work from the pilot work in 2003 to 2009 in the whole country,and then to July 1,2020,the formal implementation of the "community correction law of the People’s Republic of China",each step witnessed the development and progress of China’s community correction work.However,in the border ethnic areas,economic development lags behind,the traffic is inconvenient,the characteristics of border crimes are obvious,the cultural quality of residents is not high,and the awareness of community correction is not high.In addition,there are still some problems in the working mechanism of local community correction,such as the poor connection between the main bodies and the low degree of social participation There are many difficulties.Based on the theory of Polycentric Governance and taking Daxin County as an example,this paper studies the working mechanism of community correction in Daxin County.Based on the investigation and analysis of the current situation of multi center governance of community correction in this county,this paper explores its internal problems and causes.Meanwhile,referring to the successful experience of other areas in China,it expands from four aspects: establishing information sharing mechanism,strengthening department cooperation mechanism,establishing personnel training mechanism and perfecting social participation mechanism,so as to improve the community correction mechanism in border ethnic areas Methods and improvement measures to realize the reference value of this study for Daxin County and even Guangxi at this stage of community correction work.
