Study On Environmental Security Cooperation In Shanghai Cooperation Organization

In the21st century, human suffer from the threat of many environmental issues such as environmental pollution and energy crisis, which are caused by the global warming, ecological damage and resource depletion. Under the increasing pressure of ecological protection and global greenhouse gas emissions reduction, the environmental security issue of the non-traditional security issues is getting more and more significant. Since founded, Shanghai Cooperation Organization has been committed to maintaining regional security and promoting the development of regional cooperation, and has played an active role in dealing with the non-traditional security issues among China, Russia and Central Asia.In outline, this paper consists of five parts. The first part is introduction, the author presented the significance of this paper, the research status, the research approach, and the definition of the "environmental security". In the second part, the author mainly analyzed the position of Shanghai Cooperation Organization and the new security concept. The author considered Shanghai Cooperation Organization should be an international organization that focuses on the security cooperation in Central Asia, serves a platform of trade cooperation and security cooperation for member states, and maintains regional stability. This position is determined by the security threats that the member states are facing currently and the member states’ exception and demand towards Shanghai Cooperation Organization. Then the author described the process of how the new security concept became the guiding concept of Shanghai Cooperation Organization. In the third part, the author mainly analyzed the environmental security issues that the members states have faced currently, which includes water problems, environmental pollution and ecological damage. Four of the six member states are in Central Asia. The countries in Central Asia suffers with serious water problems, which mainly contain trans-boundary water pollution and water dispute. In the fourth part, the author described the environmental security cooperation promoted by Shanghai Cooperation Organization, and analyzed the function that Shanghai Cooperation Organization has on maintaining the environmental security. In the fifth part, the author gave a conclusion about the problems of Shanghai Cooperation organization’s environmental security cooperation and made the suggestion to solve the problems. Shanghai Cooperation organization develops at a short time, and has not established the mature cooperation mechanisms. It will take a long time to improve the cooperation mechanisms. Besides, the member states have suffered with serious environmental problems, and they have different situation and different investment in protecting the environment. To achieve the success of the environmental security cooperation, the member states should have the unified environmental protection idea, and make joint efforts to deal with the environmental security problems in the frame of Shanghai Cooperation organization.The author considered that Shanghai Cooperation Organization’s environmental security cooperation is still on an original stage, and the achievements are limited. There are many problems on the environmental security cooperation coming from the inside and outside of the organization. Nevertheless, as a new international organization, Shanghai Cooperation Organization enjoys great potential and broad prospects for development on environmental security cooperation.
