How to place demobilized officers is an important part of military cadres and national personnel work. Also it is the main ways of military cadres "leaving ". Well down this job is significant of rationalization cadres and stable ideas, improving the structure and quality, as well as supporting national economic development. Furthermore, how to place Group-Level cadres are focus and difficult. Especially as national economic development and society requires to transform situation of government functions gradually, also government implements " streamlining " principle and proposes a series of reform theories, such as the cadre and personnel system reform, streamlining Party and government organs, which make our based administrative plan placed implementation for retired officers come across many contradictions and numerous difficulties. So our Party and government urges to resolve such big problems: how to place well retired officers and offer their suitable works in the new era; how to enrich our current human resources; how to solve economic construction stable; and how to improve defense forces.In this study, the author realizes the placement system history of retired officers, and is focuses on the current period national institutions for the placement of retired officers. Through investigation, the author describes the placement status of armed group-level cadres, identifies conflicts and analyzes the reasons. While making preliminary study of placement framework and ideas for abroad retired officers, especially the placement systems of typical foreign national retired officers to find out the suitable placement and reform approach for our national retired officers. Finally, the paper proposes placement system of armed forces mission cadres, mainly reform countermeasures of restructuring resettlement agencies and improving top-level design. In the specific placement method, this paper from the aspects of government plans and independently choosing jobs resettlement to give reform and approved suggestion of welfare, training system and placement.
