Study On People To People Dialogue Within The Framework Of China-EU Relationship

China and the forerunner of the European Union,the European Community established official relations as early as 1975,which is the foundation of the legal basis for China's relations with the European Union and its member states.China and the European Union,already have been the two important forces in the international arena,and the relationship between them has caught the attention of more and more people.China-EU relations system also gradually become the important partnership from the poles of the derivation relationship.However,too much misunderstanding and estrangement hinders the development of their relationship.Published on February 14,2012,"the 14th China-EU summit joint communique" said,"strengthening understanding and mutual trust between the two actors,is crucial for long-term and stable development of China-EU relations.Therefore,the two sides agreed to establish China-EU High Level People to People Dialogue." This mechanism,HSD and HED,become the three pillars of China-EU relations.This paper tried to prove this mechanism play a huge role in the process of promoting the sustainable development of China-EU relations through detailed analysis.This article includes five parts except introduction:the first part is to comb the development of China-EU relations,by which to clarify the achievements and challenges and obstacles,and to further explain the current situation of the development of China-EU relations calling China-EU cultural exchange mechanism.The second part is to define the China-EU people to people dialogue mechanism,based on which to clarify the main content of this system includes,showing that the two sides from different cultural background define this concept is different,explaining the positive significance of the mechanism at the same time.The third part is to introduce the achievement the two sides has got in the field of people to people dialogue mechanism,respectively from the higher education cooperation projects and linguistic diversity,culture,youth and media,sports,.The fourth part is case analysis about people to people dialogue mechanism from three levels,including China-EU level,China-central and eastern Europe level and China-France level,on which basis,to analysis the existing problems and shortcomings.In the fifth part,in view of the problems and challenges I put forward the feasible measures of promoting people-to-people dialogue mechanism,to promote China-EU cultural exchanges and cooperation in long-term,sustainable development,and ultimately achieve the goal of the sustainable development of China-EU relations.Finally drawing the conclusion:China-EU people-to-people dialogue mechanism in the establishment of the China-EU comprehensive strategic partnership,in the process of the sustainable development of China-EU relations is of great significance.
