Middle-level cadres, a core connecting ink of organizational structure and state power structure in China, is important foundation for developing economy, protecting people's livelihood, maintaining stability and is basic training base for officers to cultivating career, training and growth. Leaders are vowed to provide high efficient government services to the people and respond to people's ardent exceptions and requirements in order to encounter and solve all the issues and challenges raised by globalization, to enhance overall national competitiveness and make China a front-runner in global competition. In addition, leaders are capable to formulate proper policies, decrees and offer reasonable and sound systems and environment for globalization matters and challenges and raising national competitiveness in all-fronts as well and lead our country to become a winner, not lag behind or be phased out. Therefore, only leaders group with high manpower quality and government organisations with high efficient performance can reach the goal of reform in China. Government performance demands upon the quality of human capital.This research obtained existing issues in connection to technical decision making ability of cadres and the knowledge and capabilities required improvement currently in F city via questionnaire. Based on this survey, set the objective of increase technical decision making ability, design scientific training system and improve training programs for cadres. Analyze any problems of the current training may have through training feedbacks to optimise trading system constantly and raise training standard. Effective trainings enable officers to gain knowledge, skills and approaches for work. To achieve scientific nature and systematic features by way of training curriculum design and implementation study. Strengthen training standard in the aspect of procedures and becomes more targeted and adaptive via training content.
