Thoughts On Innovation Of Training Of The Capability-guided Leaders And Cadres At The County-level Bureaus

It is the emphasis of the education and training of the cadres in the new period to improve the capabilities of the leaders and cadres. The effective approaches of training of capability-guided innovation of the leaders and cadres of the county-level bureaus are presented in the case of the leaders and cadres of the county-level bureaus of Changchun City on the basis of deeply dealing with connotations, capability-guided determination and characteristics of the capability structure in this paper. The whole paper is divided into three parts.Part 1 is about connotations and meaning of capability-guided training of the leaders and cadres of the county-level bureaus. The detailed analysis of connotations of training of the leaders and cadres, capability-guided determination and characteristics of the capability structure of the leaders and cadres of the county-level bureaus is made and the meaning of the capability-guided training of the leaders and cadres at the county-level bureaus is pointed out.Part 2 is the basic evaluation of capabilities and present situation of capability training of the county-level bureaus. The systematic analysis is made on the basis of the comprehensive investigation of capabilities and present situation of capability training of the county-level bureaus of Changchun City and the prominent problems existing in capabilities and capability training of the county-level bureaus are pointed out.Part 3 is about the basic approaches of innovating the capability training of the leaders and cadres of the county-level bureaus. It aims at the cadres'training with improvement of capabilities of the leaders and cadres as emphasis and the active exploration is made in innovating the training of some aspects such as concepts, mechanism, modes and methods as well as channels, etc.
