Analysis On The Cultivated Path Of The Subjects Of The Rural Governance In The Perspective Of The State Governance Mordnization

“The central committee of the communist party of China on comprehensively deepen reform certain issues decision” put forward: the overall goal of comprehensively deepen reform is to improve and promote the socialist system with Chinese characteristics,and promote the modernization of national managerial system and managerial ability.This is not only a new and big proposition,but also having great theoretical value and practical significance.Since the reform and opening-up,the CPC central committee has proposed the agricultural modernization,industrial modernization,scientific and technical modernization,national defense modernization,etc.But the modernization of the national managerial system and managerial ability is the first time to be proposed.Therefore,it is known as the fifth modernization which the party and government have put forward.Under this trend,scholars research and focus on the modernization of rural management.So the research and breeding of the rural managerial subject is inevitable to be attended and discussed.Based on the perspective of modernization of rural management on this thesis,according to the managerial experience and managerial means of modernization of national management,we put forward the new requirements to the subject of rural management,aim to raise subjective awareness of rural managerial subject,improve the enthusiasm and initiative,give full play to their main body role in the countryside.Based on this,the thesis is the background for modernization of national management,focuses on fostering the subjective awareness of rural managerial subject,surveys and researches the rural masses,deeply discusses the advantages of rural managerial subject in the rural management,deeply discusses the conditioned factors of subjective awareness of rural managerial subject,and accordingly put forward the path choices of cultivating rural managerial subject.The thesis is divided into four parts: the first part: elaborate the theory and value of rural managerial subject under the background of the modernization of national management.It mainly includes three aspects: one is elaborating the basic theory on national management,modernization of national management and subject of rural management.Second is fostering the requirements of rural managerial subject under the modernization of national management.Third is elaborating the significance of rural managerial subject.The second part: analyzes the conditioned factors of rural managerial subject under the modernization of national management,mainly deeply analyzes five aspects: the structure between the urban and rural areas,local traditional culture,rural autonomy,the interaction of law and culture and economic conditions,etc.The fourth part: put forward cultivating approaches of rural managerial subject which meets the requirements of modernization of national management,mainly includes perfecting the laws and regulations of rural managerial subject,refining the institutional constraint of rural managerial subject,cultivating farmers to meet the requirements of rural management,establishing the political culture of rural managerial subject,consolidating the economic foundation of rural managerial subject.
