Research On The Cultivation Of The New Agricultural Management Subject In China Under The "Three Rights Division"

The "three rights division" is conducive to promoting the moderate scale operation of agriculture,but the scale is not equal to modernization,the new agricultural management subject in the process of spontaneous expansion of the market needs the government to guide.This paper holds that the cultivation process of the new agricultural management subject and the process of urban-rural integration are always accompanied and complementary,although the implementation of the "three rights division",but in the urban and rural dual structure to achieve substantial changes,the large-scale agricultural base determines that the cultivation of the new agriculture management subject will go through a slow transition period from quantitative growth to quality improvement.During this period,new agricultural management subject is mainly faced with the following three major problems.First,the main body of the normative issues,that is,the lack of large and strong agricultural leading enterprises,farmers professional cooperatives,shell management phenomenon is serious,the traditional smallholder business model for the modernization of family farms constraints.Second,the main structure of the optimization problem,that is,the loose connection between the main subjects does not meet the requirements of agricultural industrialization.Third,the guarantee of the external environment of the subject,that is,the restriction from the number of part-time household.The main reasons are as follows:insufficient social capital inflow,limited support and protection of agricultural science and technology,low overall quality of rural labor force,inadequate land transfer mechanism,the lack of implementation of relevant policies and regulations,as well as urban and rural supporting reform is not in place,further restricting the cultivation progress of the new agricultural management subject.Strengthening the cultivation of new agricultural management subjects needs to be based on these realities.Guided by marketization,the quality of cultivation of various subjects can be improved by optimizing the business environment of enterprises,standardizing the governance mechanism of cooperatives,and strengthening the investment of human capital in family farms.Aiming at industrialization,we should build the mechanism of linking up the interests of the main body by building a docking platform,extending the industrial chain and innovating the mode of cooperation.At the same time,we should continue to promote the reform of urban-rural integration,so as to create good external conditions for the large-scale development of new agricultural operators.
