The Matter And Countermeasures Of Women's Federations To Participate In Social Governance

Currently,China is at a crucial juncture of rapid social transformations.Given increasingly complicated conditions for development and more acute social conflicts,new requirements for social governance emerge.It requires the joint effort of the government and social organizations to adopt new models of social governance in line with new situations in order to propel social development.As the government role shifts from the governance-oriented to the service-oriented,the prototype of governance pattern “Small Government,Big Society” has formed.Social organizations play a more significant role in social governance.The Decision on Major Issues Concerning Comprehensively Deepening Reforms adopted at the Third Plenary Session of the 18 th CPC Central Committee pointed out that “Innovate social governance methods by strengthening the leadership of the CPC Committee,exerting the leading role of the government as well as encouraging the engagement of all fields so as to achieve good interactions among the governance of the government,the self-adjustment of the society,and the self-governance of the people”.It provides a great opportunity for social organizations to engage in social governance.The Women's Federation is a civil society with the largest coverage in China and is the most influential women organization in China.It shoulders a dual mission of propelling women's overall development and engaging in social governance innovation.The society undergoing great transformations and great divergences,the Women's Federation faces a challenging task,that is,how to reposition itself in order to meet the needs in new situations and play a better role,and how to organize resources,and explore new visions and blaze new trails to engage in social governance.This paper,based on how to promote effective engagement of the Women's Federation in social governance,adopts comprehensive approaches including literature search,case study,and participation,presents the related theories and analyzes the current weaknesses.In the case study,based on the analysis of the main approaches adopted by the Women's Federation in Suichang County,Lishui City,Zhejiang Province and the positive outcomes they have delivered as well as the problems and experience through their practice,the paper proposes suggestions accordingly.The results indicate four aspects of weaknesses,namely,ambiguity of the role,the outdated service mode,lack of a long-term mechanism and lack of professionals.The reasons behind can be summarized as “four mismatches”,namely,the mismatch between submitting to the superior and serving the society,between the team ability and women's appeals,between the organization structure and the work,and between the participation method and the goal.In light of the experience and innovation value of the social governance practice of the Women's Federation in Suichang County,the paper proposes suggestions from four perspectives,namely,pattern optimization,mechanism restructuring,mode innovation and team building.More specifically,firstly,figure out the relationship of the government,other civil societies and the women community,optimize mechanism designs,make the most of resources and form a new engagement pattern in social governance;secondly,enhance the coordination with the society,safeguard rights,and improve the long-term mechanism in order to form a new working mechanism and improve working efficiency;thirdly,create a new platform by approaches such as exploring “Internet+” and deepening the management by project to increase the engagement of the Women's Federation in social governance;fourthly,continuously update working concepts,change working modes,cement the foundation of the Women's Federation and strengthen the cultivation of leader cadres.
