A Study On The Historical Process And Experience Of The Women's Federation's Participation In Social Governance

The women's federations' participation in social governance is an important practice that combines the specific interests of women with the overall interests of the CCP and the country,and continuously promotes women's liberation and development in the social field.It is also an important part of national governance.In the course of its 70 years of history,the women's federation,guided by the Marxist Feminist Theory and supported by the CCP and government departments,has accumulated rich experience in actively coordinating social forces to participate in social governance practices at the stage of socialist revolution,construction and reform.In the key stage of deepening the reform of women's federation and promoting women's participation in social governance innovation,systematically combing the historical process of women's participation in social management and comprehensively summarizing the historical experience of women's participation in social governance,are the inevitable requirements of women's participation in social governance deepening transformation in the new era and of building a new pattern of social governance and promoting the modernization of national governance.Therefore,the study of women's participation in social management,strives to break through the limitations of regional practices and case studies of existing research on the present stage.Based on historical facts,using the relevant theory,combining macro and micro,history and reality,this study is developed form multiple aspects,such as the change of the strategic needs of the CCP and the country,the evolution of the women's federation,the change of women's development needs and the ebb and flow of social forces.This dissertation is divided into seven parts:The first part starts with the characteristics of the women's federation and the concept of social governance to define the connotation,scope and research boundary of the women's federation's participation in social governance,and then summarizes the development and core viewpoints of the Marxist Feminist Theory,Social Gender Theory and Governance Theory which are closely related to the women's federation's participation in social governance.The second part studies the social governance practices of the Women's federation in the early days of New China,including integrating the masses of women with other social forces,establishing a social security pattern of mass prevention and mass governance,establishing a new production order of equality between men and women,establishing a new type of marriage and family relations,and carrying out social reform for women.The practices focus on the central tasks of social governance of the new regime consolidation,national economic recovery and development,and the transition from new democracy to socialism.The third and fourth part study the women's federation's important explorations and mistakes in organizational construction,improving women's cultural level and ideological consciousness,encouraging women to participate in various social construction,promoting the socialization of housework,and providing women with labor protection in the tortuous course of participating in social governance during the period of socialist construction and the "Cultural Revolution" with ups and downs in the political and economic situation.The fifth part studies the women's federation's rich practices in the tide of reform and opening-up in establishing a crisscross network of women's federations,improving various organizational systems and coordination mechanisms,creating brands for thematic activities such as “ Female Pace Setter ”,“ Dual Campaign ”,and “ Civilization of Family ”,and establishing a long-term mechanism to ensure the continuity of activities.The women's federation follows the overall strategy of national governance that integrates the leadership of the CCP,the rules of law and the position of the people as masters of the country,and follows the governance principle of “ legalization,scientism and socialization ”.The sixth part studies the new explorations of the women's federation in various aspects,such as using new resources and technologies brought about by economic and social development,especially the resources of women volunteers and Internet technology to work with social forces to ensure that women's rights and interests are protected at the source and in a practical way,lead women to adapt themselves to the new normal of economic development and mobilize women to participate in the cultivation of new trends in social civilization on the basis of comprehensively deepening the reform of the women's federation,in the new layout of the reform and development of the CCP and the country in the new era.The seventh part summarizes the women's federation's historical logic and basic experiences in promoting the innovative development of the women's federation,handling relations with CCP and government departments,other social organizations,women and other social forces,pooling social resources and social strength,and connecting,uniting,serving and educating women in participating in the historical practice of social governance.In conclusion,as an important mass organization that women,accounting for half of the population in China,can trust and rely on,the women's federation is an important force to communicate with the CCP and women and unite other social forces to promote the modernization of national governance.In the seventy years since the founding of new China,the main trend of women's participation in social governance is that it has promoted the innovation and development of the women's federation,met the needs of women's liberation and development at all stages,and contributed to the consolidation of the ruling status of the CCP and the modernization of national governance,basically forming a virtuous circle of multi-win.The branch is that the historical practice of the women's federation's participating in social governance was once divorced from the reality of China's social development.There are also problems left over from history such as the“Four Modernizations”or system and mechanism problems.Therefore,in order to fully stimulate the vitality of the women's federation's and women's participation in social governance,the CPC central committee with Xi jinping as the core has made important arrangements and instructions for the reform of mass organizations in the new era and the construction of a new pattern of social governance in the crucial stage of realizing the great rejuvenation of the Chinese nation.Past experience shows that in the new era,the women's federation still needs to follow the historical logic including integrating the leadership of the CCP with giving play to the initiative of women's federation,integrating theoretical confidence with promoting theoretical innovation in an inclusive way,adhering to the work orientation of focusing on the masses of women,integrating regular work with thematic activities,and constantly improving the level of social cooperation of the women's federation in social governance so as to better undertake the mission of participating in social governance innovation.
