With an aging population is aging rapidly advancing particular,China is facing the challenge of an aging population growing.With the rapid progress of aging,the scale of the rapid expansion of disabled elderly,disabled elderly care has become increasingly prominent.Our family structure is becoming smaller,family care function weakened,unable to bear the responsibility of caring for the elderly.From the state system or in terms of the social aspects do not have any care preparations for the elderly.So,solving the problem of disabled elderly care is particularly important and urgentFor the Government departments concerned,no matter how to solve the problem of elderly care,demand and scale to meet the needs of these costs must first be accurately estimated,in order to make rational allocation of humanresources,funds and so on.Based on the disabled elderly population size,reasonably accurately estimate the cost of care needs and care according to population projections give each disability status,in particular the need to separate the cost of care which government financial commitment,having a very great practical significance.On the care for disabled elderly problem in terms of the national institutional level,Our country don't have top-level system design and overall planning. On the disabled elderly of criteria and methods,there is no uniform standards and methodologies.Government subsidies over the uneven standards.Facing this situation,the present study aims to sixth census data as the basis for population projections and the combination CHARLS (China Health and Retirement Longitudinal Survey) 2013 national baseline survey data obtained of disabled elderly in size,economic status and home care support.Predicting the next 10 years that based on this level of disability care costs for the elderly and then determining whether the government can afford its financial burden or not.The paper consists of seven parts, each part as follows:The first part is an introduction.The background of understanding the urgency to solve the disabled elderly care problemin the rapidly advancing of China's aging population and the aging of the population scale disabled elderly,disabled elderly care issues is becoming increasingly prominent.The increasing miniaturization of family structure,family care function weakened and unable to bear the responsibility of caring for the elderly.Then from the state system or in terms of the social aspects of the elderly do not have care preparations.For the Government departments concerned, no matter which way to solve the problem of elderly care,the care needs and scale to meet the needs of these costs must first be accurately estimated,in order to make rational allocation of humanresources5funds and so on. The first chapter of the existing research and reference that summarizes the significance of the paper and research strategy.The second part is history and understanding of the elderly care policies.Including long-term care insurance system of Japan,the Home and Community Care Program and Home Care Package Program of Austrialia,Care system of Chinese Taiwan Development System,China's long-term care of the elderly and policy implications of histoiy,summarizing the achievements and problems of long-term care.The third part is population size of the disabled elderly over the next 10 years.Summarizing the standards and methods of assessing disabled elderly and then choosing the ADL as the standard for the health of the elderly assessment. The disabled elderly standard is divided into mild,moderate and severe disability.In CHARLS data analyzed based on disability status of elderly people of all ages.The use of the venue and the sixth census data,population forecasting,get points disability population size and over the next 10 years the state of the disabled elderly.The forth part is the size of the next 10 years disabled elderly under the economic situation and the extent of the loss of energy.Disabled elderly care costs are not determined by the extent of the loss which can be a factor,it is effceted by the degree of disability,economic status,family care supports.
