As an important part of the national governing body,the cadres take great responsibilities of the formulation and implementation guidelines in the national policies,strategies,laws and regulations.The quality of cadres is directly connected with the national image,the efficiency of CPC and the government,as well as the country's development and progress.Continuous educating and training to the cadres is the main method to improve their working abilities and administrative competence,thus plays an irreplaceable role in realizing the two centenary goals and the great renewal of Chinese nation.At present,the transportation industry moves into a new stage,and with the requirement of making China a powerful transportation country by the 19th CPC National Congress,it is highly necessary to enhance the level of industry management and improve the comprehensive abilities of cadres including management traffic,administration,innovation and so on.Under this background,the purpose of this study is to put forward the goals,tasks and countermeasures for the educating and training in the transport industry and explicit the responsibilities of the local transportation departments in order to create a more effective working situation based on the analysis of the experience,problems and requirements in the current educating and training practice.In this paper,research methods including observation,history analysis,literature review and investigation are applied and a systematic analysis is made as follows:firstly,introduces the background and significance as well as the research and defined some major relevant concepts and theoretical basis involved in this paper involved;secondly,discusses the profile,main achievements,experience and problems in the educating and training of the transport industry according to the results of the questionnaire survey for the transport leaders of cities and counties;thirdly,analyzes the educating and training demands in the transport industry in response of the new situation;finally,provides some countermeasures for the educating and training in the transport industry based on the above-mentioned content and foreign practice and experience.This paper argues that although some achievements in the educating and training for the transport cadres were made and a large number of outstanding cadres were trained,there are still many problems,such as inadequate funding,insufficient training practice,limited training content and unsmooth training mechanism,etc.Under the new situation,there is a need to improve the scientific level of education and training of cadres in the transportation industry and to reform the training content and resources.In addition,there is a gap in the domestic and international educating and training methods,so it is necessary to learn from the advanced methods in the world.Therefore,to solve the above problems,this paper provides countermeasures as improving the special training system,capacity building,poverty alleviation in the western region and network platform construction,and upgrading the mechanism,the quality as well as ensuring the funding input,strengthening supervision.
