A Research On The Local Government's Disposal Of The Petitioning--A Case Study Of P County In He Nan Province

As 'a kind of mass work walking into the door',Petition work is an important channel for the masses to express their interest demands and safeguard their rights and interests.demands,safeguard their rights.In recent years,with the developing of society and the deepening of reform,the pattern of various benefits comes to a profoundly adjusting period.The democratic and legal awareness of the masses is increasingly awakening,and the social contradictions and conflicts have been further intensified,so more and more problems need to be solved by the petition.Facing this situation,how to reform and innovate the petition work,so that it can adapt to the changes of social events and realistic task,has become a major and urgent issue to confront,for goverrnments at all levels.In this thesis,current situation of open-doors-for-visitors in P County was taken as an sample for the study through various means as literature referencing,data analyzing,questionnaire surveying and so on.The author gives a detailed account of open-doors-for-visitors policy background in the P County,three forms to practice open-doors-for-visitors,including Party and goverrnment main leaders' publicly receiving appeals,the county standing committee's scheduled researching on difficult issues,county-level leaders'interviewing with case and solving prominent problems was introduced in practical forms.Moreover,the case disposal of accidental death of an over age public security was taken as an example,to explain the complexity the disposal steps and the results.All of the mechanisms and the flows of of open-doors-for-visitors policy in P County were shown in this individual case.At the same time,the practices and achievements of open-doors-for-visitors policy in P County were analyzed in this thesis.Five aspects of experience were concluded,which includes enhancing network construction,deepening contradiction checking,unblocking appealing routes,and advancing issues disposal,and tightening responsibility investigation.In the end,compared with the traditional petition work,three aspects of innovation were found in this research:Thanks to open-doors-for-visitors policy,the passive reception of Petition was changed to initiative,the individually fighting was changed to joint operation,and the obstruction and interception was changed to diversion and resolving.Finally,five thoughts of open-doors-for-visitors policy were drawn in this thesis,as followings:leaders-first reception plays a key role;solving problems with high efficiency stays in the center;strengthening the system construction acts as a guarantee;standing stably on people's position is the very essence;and standardizing the petition with law is the approach.
