The township is the most grass-roots administrative institutions in our country, which shoulders the important mission of facing grassroots and servicing rural directly. The township cadres contact and service masses directly, which are the people of preaching and carrying out party’s policies in the vast rural areas, are the organizer of the new rural construction. The job positions in township is at the most forefront in the superior party committee and government, which is the most direct bridge and links to the party committee and government with the people. Township cadres are the backbone of the rural work, who are the ultimate practitioners of the party’s line, principles and policies ly, the task of party in rural eventually be completed jointly by the township cadres and the masses, the policy response and interests of the masses is also the first and most directly reflected to the township.Since the eighteenth congress, in the new situation, with continuous in-depthanti-corruption struggle, the party member the leading cadre style improved markedly, corruption is obviously in control, efficiency is obviously improved, but there are some leading cadres produce the new problemof nonfeasance, the township cadres’nonfeasance of the first line at the grass-roots is more directly affect the public interests, damage the glorious image of the party and the government. Through finding township cadres’nonfeasance in time, and actively exploring the reasonable and effective solution,it has great significance for increasing the efficiency of the township cadres and improving style of work, promoting the new rural construction under the new normal.This paper analyses investigation and study of township cadres’nonfeasance in the new situation, through the questionnaire survey, field visits, data analysis and other methods, this paper analyses the feature and harmfulness of the township cadres’nonfeasance, and hears the voice of township cadres, collect mass opinion of township cadres. Analysing of the causes of nonfeasance from the perspective of both the subjective and the objective, such as the style of cadres personal loss of ideological understanding, learning is not enough, floating, cadre supervision and management of the construction of education system is not perfect and implementation does not reach the designated position, promote reuse mechanism imperfect, the objective conditions, working pressure, etc., through the summary and analysis of cadres themselves and the problems existing in the cadres management system and the insufficiency. Finally through strengthening cadre own self-cultivation and improving the work style to strengthen learning and training, improving the system of cadre management education supervision, improving the system of rewards and punishment, improving the system of promoting employment, etc, put forward some feasible solutions and ideas.
