The current mass events caused by labor disputes have become the top among the social conflicts, and such mass labor disputes have become a stumbling block to the new normal economic development and social stability, which seriously affected the rights and interests of workers and social stability. The disputes would definitely intensify social contradictions and cause serious unrest if not handled properly.This paper which studies the mass labor disputes in Ouhai area as the object, using the literature analysis, compare research, interview survey, case studies and other research methods, take field visits to the Ouhai district personnel and labor security bureau and the subordinate labor security monitoring squadron, know about the current situation and the prevention treatment mechanism of mass labor disputes in Ouhai District, and analyze the main problems and causes of the current labor dispute prevention treatment mechanism in Ouhai district. Based on the above analysis and the perspectives of Scientific Development Concept, this paper puts forward the measures to improve the prevention treatment mechanism of mass labor disputes in Ouhai district.This paper is divided into five parts:The first part clarifies the purpose and significance of this study, review the research status at home and abroad, and introduce the research ideas, research methods, technical routes, and innovative characteristics. The second part defines the concept of mass labor disputes, and expounds the theory of social conflict and the theory of public crisis management. The third part mainly introduces the basic condition of the prevention treatment in mass labor disputes of Ouhai District, by analyzing their typical cases and prevention treatment mechanism. The fourth part focuses on the prevention treatment mechanism's problems and the reasons. This research find out that government role positioning is not clear, assessment and accountability mechanism is not perfect, lack of labor and law supervision, protection from enterprise trade unions, lack of all kinds of emergency response mechanism and emergency response plans, and the ineffective copperation between the various functional departments are the main problems of the prevention treatment of mass labor dispute in Ouhai district. The fifth part puts forward the measures to improve the prevention treatment mechanism of mass labor disputes in Ouhai District. First, to speed up the transformation of the concept of consciousness, improve the assessment of accountability mechanisms; second, to pefect the enterprise labor union's role as "mother's family"; third, to improve the mass labor disputes emergency response plan; fourth, to improve the rapid and effective handling of labor disputes; fifth, to pefect the aftermath disposal mechanism and keep it open to the public timely.
