Study On The Evaluation Index System For The Social Assistance And Protection Project For Children In Plight Based On Delphi Method

This study aims to develop a set of assessment tools to evaluate the completion of social assistance and protection pilot work for the children who have been caught into difficult situations.The purpose of the pilot work is to establish and perfect the system of protection of minors.The study of the project is still at the initial stage,lacking some specific and unified evaluation index.Therefore,the study is shedding light on the assessment for social assistance and protection project for the children who have been evolved in difficult potions,promoting the project evaluation development and minors protection assistance network system construction,thus helping to find the short board in the related departments.The social assistance and protection project is actually an exploration for children protection reform and an attempt and transformation of children's welfare from the road of supplying to the road of universal benefit.This paper first analyzed the background of the reform of children protection,the policy of the project implementation and the status quo.Then it described the theoretical basis of the project evaluation and the significance of the assessment of children's social assistance and protection project.Based on the above study,this paper has finally built the evaluation index system of four dimensions,18 indicators and 59 second grade indexes in accordance with the pilot work of rescue and protection work process after three rounds of expert consultation using the Delphi method.The four dimensions are the environment of policy,prevention of publicity,report of discovery and assessment of assistance.Among them,the weight of the dimension for the environment of policy,prevention of publicity,report of discovery and assessment of assistance are 11%,4%,18% and 67% respectively.
