The Research On Strategy For Social Work Involvement In Social Assistant Of Policy Implementation Perspective

The current social assistance system has been doing its job in some sort during the last two decades.However,without completely solving the old problems,new questions had been asked ever since last year's National Poverty Alleviation Conference,which requires much more accuracy than ever before.Within the <Interim Measures of Social Assistance> published by government in Feb,2014,the exertion of social work institution and social workers' was mentioned,especially in the way of providing professional social integration service,ability promotion service,and the counseling of psychological issues to social assistance object,which opens the door for social work taking part in social assistance.This research follows the path of Quality Research to discuss the strategy of how social work takes part in social assistance through the perspective of policy execution.Guangzhou was chosen as the subject for its leading position in social work development.Deep interviews were done regarding government responsible officers of social work of not only Guangzhou City,but also Yuexiu District,as well as 23 officers from 4 institutions located in both Yuexiu and Panyu District and Community Social Workers.The purpose was to discuss current situation of social work's participation in social assistance,and the relationship between them.Apart from that,supplement and development of social work service process regarding social assistance process are also under serious consideration.The conclusion would be the strategy and pattern of how social work could possibly take part in social assistance.Guangzhou has some concrete fundamental conditions for social work's participant of social assistance,such as huge numbers of social work institutions,sufficient capital supplement,full pack of manpower,along with a nice cultural environment.Whereas challenges are also lying on the ground when it comes to the consistency of policy and institutional resource,as well as keeping the staff to stay,through a perspective of policy execution.The relationship between social work and social assistance should be the process of embedding and recognition of professional social workers' in the area of social assistance.The co-operation would make such a huge influence if more studies could be done regarding the process,including a reasonable guideline.Therefore,the result of the study would be the proposal of process regarding social work's participant in social assistance area.After long study into the area of social work service,I wish I can propose a model with reference significance for such service in a general meaning,which is possibly the most realistic and basic way of how social work could take part in the area of social assistance.
