Study On New Country Elites' Participation In Rural Community Governance

While urbanization and rural modernization are developing,rural areas and rural community governance are also facing new challenges.How to innovate the mode of rural community governance and realize the integration of rural society and urban and rural development is an urgent problem.In addition,the problem of rural hollowness has become more and more prominent.In rural areas,outstanding talents have been continuously lost and face the crisis of shortage of human resources.Rural community governance bodies and governance methods urgently need to be expanded and optimized.In the process of exploration,the emergence of new country elites groups and various kinds of new country elites organizations has opened up new ideas for rural community governance.The new country elites who have always taken root in the country have contributed to the development of rural communities;The new country elites who has left the land but maintains contact with his hometown,is back to feed his hometown;The new country elites who returned home,was returned to his hometown;There are also foreign new villagers who bring abundant resources to local development.The role assigned by new country elites in this era is participating in rural community governance through its own vision and resources.As a pioneer in driving rural community development,it plays its unique advantages and role.Based on the theory of social capital,this paper examines the three elements of social capital in rural areas: trust,reciprocal norms and network.From the motivation,type,characteristics,content and effect of new country elites' participation in rural community governance,this paper investigates the status of new country elites' participation in rural community governance.The study found that due to the lack of new country elites' participation in the rural community governance system,the high degree of standardization of community administration,the poor integration of the community,and the loose management of new country elites' organization,new country elites' participation in community governance is faced with the dilemma that the boundaries between new country elites' organization and the "village two committees" are not clear,they are constrained by the "village two committees",and the villagers 'recognition and participation are not high,new country elites participating inthe Inability of Rural Community Governance and Innovation and new country elites' organization derivative faction.To this end,we should integrate rural social capital from the various levels of the government,"village two committees",township organizations,new country elites,community residents,and the general public to enhance community centripetal force and cohesion;Create a good rural community autonomous environment and realize the cooperation between the "village and two committees" and new country elites;Establish the incentive mechanism of new country elites governance to stimulate the motivation of new country elites' participation;We will continuously improve new country elites' participation in rural community governance model and strengthen the promotion of new country elites' participation in rural community governance experience.
