Research On The Dilemma And Countermeasures Of Xinxiang's Participation In Rural Governance

With the development of our country economy and the promotion of the information society,the modernization of our country's national governance is continuously advancing.Therefore,the importance of rural governance is increasingly prominent.The research on promoting the modernization of rural governance has gradually attracted the attention of experts and scholars.However,while the rural society has made progress,it also faces some inevitable difficulties,such as rural hollowing out,population aging,the disappearance of Village communities,the decline of traditional culture and other issues.Especially after the country pushes forward the urbanization construction,the gap between urban and rural areas is further widened.China is a large agricultural country,so rural governance is a long-term topic.At present,all parties are constantly exploring rural governance models suitable for the modernization of national governance and the development of rural society.Under the background of these problems,the participation of new country elites sages in rural governance came into being.After the end of 19 th National Congress of the Communist Party of China,the idea of three governing has thus moved to the whole country,and rule of virtue has gradually entered scholars' research field of vision,and new country elites,the main body of rule of virtue,has therefore been favored by scholars.new country elites participation in rural governance is the embodiment of multi-center governance.It is a new model suitable for the reality of rural governance in our country.It is an extension and innovation of the modernization of national governance.It is conducive to the realization of national modernization and the realization of rural revitalization strategy.In this regard,this paper provides a theoretical basis for the study of new country elites sages by sorting out and defining the concepts of a person whose moral character and intellect are respected by villagers,new country elites sages and rural governance,and sorting out the multi-center governance theory and the theory of the relationship between the state and society.At the same time,this paper chooses new country elites in Z Town of Zibo City as the research object,and analyzes the basic characteristics of new country elites in Z Town,such as age structure,sex ratio,occupation composition and educational level,through the data provided by a person whose moral character and intellect are respected by villagers Studio in Z Town.Through on-the-spot investigation and interview with new country elites in Z Town,we know that new country elites has played a role in conveying the policies of the Party and the government,resolving disputes in rural neighborhoods,supervising village affairs and inheriting and developing traditional culture when participating in rural governance.At present,when new country elites sages participate in rural governance,there is a tension between new country elites sages and villagers' autonomy,the outflow of elites leads to a shortage of talents in new country elites,and the rural education system restricts the development of new country elites sages.In view of the existing difficulties and problems,this paper puts forward some countermeasures,such as clarifying the responsibilities of various governance subjects in rural governance,incubating the organizations of the virtuous in new country elites,strengthening the guidance to the virtuous in new country elites,actively promoting the return of rural elites,inheriting and promoting the excellent a person whose moral character and intellect are respected by villagers culture,etc.
