This paper will start with analyzing the inevitability of U.C.M.D's existence, with the author's actual working practice in C.M.D, introducing the working status of C.M.D in Kunming City, construing the existing problems during C.M.D functioning, combining relevant experience in domestic and foreign urban administration and pertinent spirit of city management of the Party Central Committee, exploring relative functioning problems in Kunming city management, finally bringing up perspectives about pinpointing C.M.D's position during the overhaul of Chinese Super Ministry System, rearranging functions of C.M.D, C.M.D's core function should be geared to its own professionalism and etc..
