With the change of cognition,the risk is no longer entirely from the unmanageable force of mankind.On the contrary,with the development of science and technology,the risk of resisting human activities has surpassed the risk from nature.But it is precisely through the system control is the risk from human activities,after all,the natural risk of agnostic uncontrollable so far can not be completely overcome by mankind.Therefore,risk is the inevitable result of modernization and progress.With the rapid development of productivity,the outbreak of various potential threats in the society has expanded to a level never before,which shows that the risk society has arrived.In this social environment,the inability to analyze and predict the consequences from a certain point of view has become the dominant force of history and society.Based on this,the environmental risk limit discussed in this paper is caused by the human activities,which leads to the occult threat to the natural environment and the human society,and the possibility and non-clarity of such threat is further developed.as a result of.Long-term studies have concluded that environmental risks derive from human activities,and there must be some kind of link between activities and risks.Otherwise,human activities do not necessarily lead to the generation of environmental risks,and this channel is the system: When the system itself is unreasonable or the system is reasonable but not followed,the logic of human activity and environmental risk can be explained.To this end,the control of environmental risk is not the core control of human activities,but to control the norms of human activities system.For the system control of environmental risk,not only includes the environmental risk identification system,environmental risk assessment system,but also the environment risk communication system which is highlighted in this article.Science and technology and economy can properly guarantee the identification and assessment of risk,and the purpose of institutional control is to control human activities through the control of risk results,therefore,in the environmental risk control system is directly concerned about human activities by the activities of multiple parties Participate in the environmental risk communication system.Under the framework of interpretation of environmental risk communication system,firstly,the cognition of environmental risk communication is put forward through the interpretation of the source of the risk and the interpretation of the original meaning and the logic of environmental risk,and its significance is demonstrated.The institutional subjects of environmental risk communication include the governments,the public and the enterprises of traditional environmental governance participators,media,organizations and experts as communication media.Its system content mainly includes the environmental risk from the decision-making to the sudden state and post-disposal of the three different stages of system design.This system design should not only follow the existing model of environmental risk communication,but also take into account the environmental risk communication need to consider many factors,but also to choose the communication system used by the tool.As a complement to the interpretation of the framework,this part How to communicate?" and it must answer three questions to improve the environmental risk communication system.The communication dilemma under the guidance of the administrative department,the system dilemma of the enterprise negative communication,and the system dilemma that the public can not participate in the communication are the three main problems facing the communication main body.The information tools as the method of the system are also faced with the dilemma of environmental information failure due to institutional defects.Specific communication problems,lack of administrative procedures,lack of communication,lack of communication object protection,which have become the key to improve the communication system.First of all,combining the action framework of environmental risk communication among all the subjects under the multiple co-governance system,we set up the risk management system from the three stages of risk decision-making,emergency environmental crisis and risk disposal respectively.Action Framework and Institutional Norms.Secondly,through the information collection tools,the improvement of information exchange tools and the improvement of information identification tools and reinforcement tools,we will perfect the legal application mechanism of environmental risk information tools.Finally,from the principle to the realization of the relevant legislation to improve the rules,including the establishment of the principle of environmental risk prevention;the establishment of environmental risk assessment system and corporate environmental information disclosure system.
