The Problem And Countermeasure Of The Public Security Punishment

In our country,to deal with public security cases is an important content of daily work for basic public security organs.The result of these cases effects the public security status of the whole society to some degree.The most effective law adopt by basic police is the regulations on administrative penalties for public security of the People's Republic of China(for short as the regulations on administrative penalties for public security).The implementation of these regulations play an important role to standardize the order of society,protect basic rights of citizens as well as maintain the social harmony and stability.It has been through a decade since the regulations were issued in 2006,with only once amendment in 2013 during the time.However,social contradictions of our society appear incisive as well as the legal consciousness of masses has been gradually improved,the law enforcement of public security police needs to be improved to unprecedentedly high level.According to the regulations,basic police solves public security problems and maintain the order of social security.During the process of dealing with cases,a lot of actually executive problems which have to be solved.This article has three parts,including introduction,main body and conclusion.Introduction discusses the impacts of public security organs on public security management and the significances to deal with problems during public security punishments.The first part of main body is to discuss and describe the characteristics and basic features of public security punishments.The second part points out the categories of public security punishments and the problems during implementation,separately analyzing problems of dealing with three kinds of punishments.The following part gives some suggestion of countermeasure,which is based on problems in implementation with analysis and plans.The conclusion recommends the important status of public security punishment for social management and development.This article sets the perspective on basic public security organs to analyze the problems of security management to implement warning,punishment,administrative detention and revocation of issued license.In addition,it also suggests plans to solve problems listed above,and hopefully can be optimized during the legislation in the future.
