Since the reform and opening up, China's economic development level has been continuously improved. The problem of aging population and aging is becoming more and more serious. Due to the large proportion of the elderly population in rural areas, the problem of aging population is especially obvious. With the development of economy, as China's traditional way of old-age family endowment function is gradually weakening. At the same time pension institutions exist some problems like high input costs, high consumption, do not accord with the actual income of the elderly in rural areas, so it is difficult to meet the pension needs of the elderly. With the diversification of rural old-age development, the role of community played in the pension gradually clear, compare with home care and institutional care, because of its unique advantage and become the preferred choice of many of the elderly pension. In recent years, under the drive of the new rural construction and the integration of urban and rural development policy, our country development the construction of the community service system for the elderly gradually to rural extension and made many beneficial attempts and the exploration, built a number of demonstration of rural community service system. Effectively alleviate the aging of the population and aging in rural areas of China.In this paper, taking the construction of community service system for the elderly in the rural area of ChangZhuTan area as an example, through the statistical yearbook, field research and other methods to collect and arrange data. It is found that the current situation of the construction of the community service system for the elderly in the rural area is mainly from the aspects of service resources, service content, service mode and so on.. However, the construction of the community service system for the elderly in the rural elderly is in the initial stage, there are still many problems like service resources integration is not in place, service content is not reasonable, service means is simple and so on. Combined with the empirical and theoretical analysis, the author found that the influence factors of rural elderly community service system construction is diverse and multi-level, including institutional factors, economic factors and concept factors. Construction and improvement the rural elderly community service system needs to strengthen the supply of service resources, improve the service content, and improve the way of service and so on.
