In the new era of twenty-first century, the old age is booming in China. Providing for the aged has become a heated society problem annoying both the Chinese government and each family. To improve the old age’s livelihood and to solute the aging crisis would be one of the most important challenges for China in the near decades. Influenced by the regional economic development, family structure changing and the industrialization and urbanization, villages in the border areas can’t form a old-age service system and even the old age can’t meet their fundamental needs. One way to let those old age enjoy the equalization of public service effectively is through constructing an old-age service system, and the most important thing is that it is also the crucial way to guarantee the old-age care.This thesis, based on the method of qualitative research, with the rural community of border areas, namely the A town of Ningming County tucked away in Chongzuo City of Guangxi Zhuang Autonomous Region as its subject, makes a tentative study through field survey to lead to the conclusion that the shortage of funding, the immaturity of policies and systems, the short-handedness of service-oriented talents, the underdevelopment of civil organizations, and the imperfection of market mechanism should be responsible for the restriction of the pension service development of the rural community in boarder areas. From the perspective of economies, law and policies, and culture, this thesis aims at analyzing the feasibility of the establishment of a system for pension service in the above-mentioned areas, and puts forward the principle of people-orientation, justice, diversity and the coordination to economic growth. In addition, this thesis takes examples by the practical experience of pension service developing in not only advanced countries, like the Great Britain, America and Japan, but also in border and poverty-stricken areas of our country, like Pingxiang City and Mashan County in Guangxi. Finally, in guidance with the theory of welfare pluralism, this thesis clarifies the respective duty of the government, family, community, society and market, providing polices and suggestions for the establishment of a system for pension service in the rural community of border areas from the angle of polices and systems, funding, talents, social development and market mechanism.
