Governance Model Of Rural Public Affairs Based On Common Pool Resource Theory

At present,the contradiction between economic and social development and resources and environment has become increasingly prominent in our country.Among them,the rural public pond resources are faced with the plight of governance and development."Public resources" refers to a group of common use the system resources but respectively enjoyed a public resource resource units,rational individuals may lead to unnecessary or crowded resources play the ecological degradation and environmental pollution problems.At present,the main problem is that the property right model based on the government administration can not meet the needs of all stakeholders.In our country,mainly by the government management of public affairs,although the administrative management system can to some extent alleviate the tragedy caused by the impact,but also increase the information cost,execution cost and post supervision costs and other expenses,the impact of policy execution.For public pond resources,the "market failure" has to be faced by the private system.In the management,the external influence is strong,and monopoly speculation occurs frequently.Based on the theory of "common pool resources",this paper takes the representative public pond resources of rural public affairs in Shandong County of Dongping Province as an example to discuss the solution to the problem in this area.Starting with the practical problems of rural public affairs governance in this area,this paper analyzes the changes in the management style of rural public affairs in Dongping county at different times and the attitude of the parties concerned.Then,it analyzes the causes of the problems,and finally focuses on the comprehensive governance mechanism and institutional arrangements of public affairs.So the independent administrative system participating in rural public affairs governance issues on the design,and focus on the possible problems,hoping to provide a reference to the theory of Dongping county public affairs governance issues,in order to realize the sustainable development of public resources in the area of the pond.In view of this,this article from the "public resources" theory as the basic idea and reference to empower people,multi center governance concept,select the rural public affairs governance in Shandong County of Dongping Province as the research object,aiming at the Governance Dilemma of Dongping County Rural Public Affairs,to solve the "free rider" opportunism and similar "the tragedy of the commons",the "prisoner’s dilemma" the establishment of farmers established autonomous organization of rural public affairs self governance as the research target.First of all,it constructs a complete theoretical analysis framework including the factors that influence the independent governance of rural public affairs.Secondly,carries on the investigation to the rural area of Dongping County in Shandong Province,based on the analysis of relevant data,and the influence degree of inspection and judgement of various factors on farmer’s self governance and participation willingness in autonomous organization;experimental design,extended Austria series of experiments,verify the communication in the autonomous decision-making role of the third.By applying the theory to the Dongping County Daqinghe River sand resources in the development process,case analysis and summary of experience and problems of specific governance,the use of the investigation and experiment conclusion,and further enhance the test,finally,try to explore the possible causes and solution of rural public affairs governance scheme,put forward the development the direction of farmer autonomy organization.
