Commercial housing estate is similar to "public pool re sources" in nature.In the process of promoting the management of public pool resources in commercial housing estate,we need to face the important issue of "how to do a good job in the management of public things".Along with the transformation of government functions and the further deepening of economic reform,the owners of the community need to shoulder the responsibility of community pool resources management.As an important form of autonomous management of public pool resources,the owners'committee is also responsible for the community management.However,it has been more than 20 years since the establishment of the first owners' committee in China,the committee still faces many problems on how to carry out the community public pool resources management better,encourage and guide the majority of owners to participate in community autonomy,enhance the majority of owners' democratic awareness and initiative.Based on the current situation,this article points out the vulnerability in the process of the management of public pool resources in China's owners' committee by means of literature study,case study,on-the-spot interview and questionnaire survey,analyzes the reasons for the vulnerability and puts forward feasible countermeasures.The logic line of this article follows the theoretical basis--finding problems--finding out the reasons--putting forward countermeasures.The first chapter focusing on the background and significance of the study,reviews and evaluates the relevant literature,points out the object of the study,the essence of the governance of public pool resources in the owners' committee,the key factors and difficult points of the study.The second chapter focuses on the collective action and the theory of public pool resources autonomy management,and puts forward the vulnerability of the owners' committee public pool resources management.The third chapter mainly introduces the current situation and the vulnerability of the public pool resources management in community A and community B.The fourth chapter focuses on the causes of the vulnerability of the owners' committee public pool resources management.The fifth chapter focuses on how to improve the owners' committee management of public pool resources in commercial housing estate.It is a long-term and systematic work to construct a community governance system,in which the owners' committee plays an extremely important role.Only by fully mobilizing the initiative of all parties involved in the process of community autonomy,overcoming the institutional obstacles of the owners'Committee in the process of community public pool resources management,and fully talking out the advantages of the owners' committee system,can We further promote the level of social grass-roots governance and build up a more harmonious society in China.
