City Park Public Service Quality Evaluation System Building And Empirical Research

Government public service quality relationship with national economy and people's livelihood,public service quality evaluation is to improve the public service,the important premise of building a service-oriented government,city parks as quasi-public goods,free and open are important measures for promoting the development of the urban public service,but free after facing the visitors surge,park maintenance funding sources of the single and a series of problem has also become the key factor affecting the quality of urban park public service.Therefore,scientifically evaluate urban park,public service,to improve the level of Fuzhou urban public service,promote Fuzhou district is of great significance to the construction of ecological civilization.In this paper,guided by the theory of city management,new public management theory and the theory of customer value,starting from the citizens' demand for city park,park factors influencing the quality of public service,and using analytic hierarchy process(AHP)to construct the target layer,criterion layer and index layer level 3 city park public service evaluation index system,and combined with the Delphi method to determine index weight,and questionnaire survey was conducted in Fuzhou city park,on the basis of application of evaluation index system of city park,the public service in Fuzhou city park evaluation and empirical analysis,the situation of the public service and public services put forward reasonable Suggestions to the Fuzhou city parks.Main content of the article is divided into seven parts:The first part analysis of the research ba ckground and significance,review to improve public service quality evaluation at home and abroad and the research status of urban park public service quality evaluation,and introduced the article research train of thought,technical route and research methods,analyzes the innovation of research.The second part defines the research involves the related concept and expounds the new public management theory,customer value theory and the theory of city management theoretical basis.The third part of the city park concept,components and functional characteristics of the public service is discussed on the basis of analysis of the influence of city park public service human resources,management platform,function facilities,organization propaganda,standard and landscape environment of six factors,and analyzes the development trend of city parks in the future the impact on the park public services.The fourth part summarizes the construction of city park public service quality evaluation system of the train of thought,according to the principle of selecting evaluation indexes by analytic hierarchy process(AHP)combined with the Delphi method to determine the index system and construct the judgment matrix,consistency index weight calculation,inspection,to build more reasonable Fuzhou city park public service quality evaluation system,the resources value(0.462)and the biological resources of(0.293),respectively,highest weight in the criterion layer and index layer,it has the biggest impaction on the quality of Fuzhou city park public service.Fifth part scientifically selected in Fuzhou city has certain typical 10 city park scenic area and five district park scenic area,using building in Fuzhou city park public service quality evaluation system,combined with the questionnaire for empirical research,through the data calculation and analysis,the overall quality of public service in Fuzhou city parks is good,especially the protection of resources and environment and promote more seriously,but to provide emotional aspects such as service value and reduce the perceived cost of service is a bit weak,and from the point of view of urban distribution park,there is not balanced.The sixth part sums up the main conclusions of the research,and theoretically put forward Suggestions on improving the quality of urban park public service:a sound mechanism,perfect the park service system;Second,balanced development,to expand the park service base;Third,pay attention to quality,promoting the value of the park service;Four is to integrate resources,improve the efficiency of the park service;Fifth,innovation management,rich park service mode.The seventh part analyzes the shortcomings of the research,and also provides a prospect for the further development and application of the public service quality evaluation system in urban park.
