As the executor of the social insurance system and the provider of social insurance services,the social insurance agency is a key part of the smooth operation of the social insurance system and the legitimate rights and interests of citizens to participate in social insurance and enjoy social insurance benefits.At the same time,social insurance services,as a public service,are an important part of the government's public service system.Therefore,the quality of service provided by social insurance agencies will inevitably affect the level of operation of the social insurance system and the government's public service system.To improve the quality of public services,public services need to be effectively managed.The prerequisite for effective management is to accurately measure the management objects.This paper takes the social insurance agency of Wenzhou City as a specific research case,discusses the service quality evaluation methods of social insurance agencies,and conducts empirical research.This paper believes that the social insurance service provided by the social insurance agency,as a public service,its service quality should have two characteristics,one is to meet the characteristics of general service quality,and the other is to meet the special requirements of public service quality.The former can be considered from the perspective of satisfaction evaluation,and the specific performance is based on the satisfaction survey of the service object perception.The latter can be considered in terms of compliance evaluation,and what characteristics of public service quality need to be met,especially those that cannot be covered by the satisfaction survey of the client.This paper argues that the equalization of public services is one of the main objectives of the construction of public service systems,and is an important criterion for measuring the quality of public services,and the equalization of public services cannot be measured by the satisfaction survey of service objects.Therefore,in addition to the satisfaction survey,it is necessary to consider the service quality of the social insurance agency from the perspective of equalization of public services.In the service object satisfaction evaluation survey,this paper specifically adopts the service quality level model,and studies the service object satisfaction from three aspects: service process quality,service environment quality and service result quality,using the 5 ponit Likert scale.The degree of perception of service quality indicators by statistical service objects is used to comprehensively analyze the service satisfaction of social security insurance agencies in Wenzhou City,and to compare the differences in service quality of each service organization.In terms of the equalization of public services,since the social insurance agencies in Wenzhou City are all in the same social insurance coordinating area,they are unified in policies,funds,and management information systems,and the homogeneity is far greater than the difference.Therefore,the equalization of the services of social insurance agencies in Wenzhou City will be discussed mainly from the whole.The equalization of public services must include at least the equality of results and equal opportunities,so this article will explore this issue from these two aspects.Through the above two perspectives,after analyzing the service quality of the social insurance agencies in Wenzhou City,this paper believes that the social insurance agencies in Wenzhou City still have more problems in the service quality,and the causes of public service management.Analyze.On the basis of the above analysis,it is proposed to take advantage of this institutional reform,use the large-scale application of big data platform construction and informationization,rationalize the original institutional functions,and promote the standardization of service process and improve the original management.The service system tries to introduce third-party strength to create a social insurance management system with clearer powers and responsibilities,smoother operation,more standard business,and more convenient service,thus improving service quality.
