Aging satiation in FuZhou city is very severe. To meet the increasing need of pension, pension agencies is also developing, and will grow in the rate of 3%-4%,China is facing the danger of entering the super-aging society. Bring so many society and economy problems, affecting FuZhou even China the next fifty years’ development.In this paper, Fuzhou private pension agencies as the object of study, In the theory of public goods and hierarchy of needs theory as the theoretical basis, in literature, induction, AHP method for the study methods, establish Fuzhou private pension services evaluation system and fuzzy evaluation model, Utilization field survey data, to evaluate FuZhou private pension services.Through empirical research we get the following conclusions:In the external environment, the biggest problem facing Gimpo elderly apartments is the policy environment, FuZhou city FuJian province and the state’s law on private pension services mostly are comments and regulations without a complete system law to protect the private pension services to development.In the internal situation in Gimpo elderly apartment facing the problems:financial problems, employee problems, management and service levels. On fiscal issues, over-reliance on financial subsidies, Gimpo can not use rational operators to obtain a sufficient profit; On personnel issues, care workers are too old, in low education, which need government and private pension services to work together to solve the problem; in the management and service levels, the current location, has been unable to meet current pension service needs, Gimpo old apartment needs to change their position, adjust their services to gain greater development.Analysis,which based on the status quo in Fuzhou pension services. Reference Gimpo old apartment evaluation results, put forward a sound of suggestion in Fuzhou private pension services:First, develop laws and regulations, improve the policy environment; Second, improve mechanism is positioned location, increase the agency’s professionalism Third, improve operating to overcome financial difficulties; Fourth, governments and institutions work together to solve nursing dilemma.
