Discipline Inspection Work At The Grass-roots Level Under The New Normal Of Anti-corruption

Since the 18th National Congress of Communist Party of China,international situation has become more complicated and China's comprehensive deepening of reform has entered a crucial stage.In the face of the new situation,our party and government pay high attention to anti-corruption work.Discipline inspection and supervision organs at all levels not only hit the tigers,also swat the flies,continued to strengthen the deterrent to curb the spread of corruption.But the fight against corruption is a protracted war.We must constantly improve the relevant laws and regulations,and increase the intensity of punishment,to establish a long-term supervision mechanism and effective anti-corruption.The Central Commission for Discipline Inspection repeatedly announced the anti-corruption work data attracted worldwide attention,but what should not be ignored is the large number of the wisdom and sweat of grass roots discipline inspection and supervision organs.In order to establish and improve the anti-corruption mechanism,and execute supervisory and administrative functions of the discipline inspection organs,we must be into the grassroots discipline inspection and supervision organs,deeply analyze the problems and difficulties encountered in their daily work and adopt scientific and workable solutions.In this article,I try to collect enough information to analyze the basic functions of the discipline inspection and supervision organs as well as the general work-flow through consulting the documents and materials.I try to find out the new normal of anti-corruption since the 18th National Congress of Communist Party of China,in the face of great changes occurring in the macro-environment,from the new international and domestic situations,the new characteristics of anti-corruption,and the new ideas of the Central Commission for Discipline Inspection.Through the analysis of the different data and typical cases informed by the Central Commission for Discipline Inspection Department,the answer is clear that the current discipline inspection and supervision focuses on purging grassroots cadres "four winds" issue,and handling grass-roots cadres in violation of discipline problems.The basic characteristics of China's grassroots discipline inspection and supervision include a large number of supervision object,the heavy burden of handling tasks,the limited work method,and the performance of acquaintance society.Through the empirical analysis of A County Commission for Discipline Inspection and Supervision Bureau in their establishment and daily performance,we can find that the focus of work of the grass-roots discipline inspection departments varies from major cases to adjust the style of the party.But there are still high pressure of the grassroots discipline inspection petition and trivial mass work,as well as investigation and investigation difficulties of township Commission for Discipline Inspection,in the face of village officials corruption.Problems of petition work,mainly in the traditional way of reporting and a large number of repetition and leapfrog reporting.However,the long-term supervision and failure of township discipline inspection and supervision is mainly due to the weak allocation of the discipline inspection team,the lack of independence in the township discipline inspection,and the difficulty in monitoring rural cadres.From the macro mechanism,China's anti-corruption institutions are unreasonable.There are unclear division of responsibilities,the lack of effective coordination of cooperation and dual leadership of the discipline inspection and supervision organs.The task of grass roots discipline inspection and supervision organs is heavy,which is manifested in the large number of the monitoring objects,the lack of flexibility in the work assessment and the shortage of staffing in the institutions.Because the job promotion channel is not smooth and the sense of achievement is not high,the work experience of the grass root discipline inspection and supervision cadres is not quite happy.Finally,it is suggested that the anti-corruption agencies could merge into one,reinforce discipline inspection business,make people's disciplinary guards,and strengthen incentives of grass-roots disciplinary team by many measures.These altogether give full play to the supervision of discipline inspection organs at the grass-roots level.
