| After the anti-corruption achievements of “overwhelming victory in theanti-corruption struggle”,some new research topics including governance issue of “microcorruption” at the grass-roots level have become increasingly important.This paperis problem-oriented and aims to provide solutions,,expecting to solve the governance dilemma of “micro corruption” at the grass-roots level.Theoretically,its practical results can enrich the construction of an anti-corruption theoretical system with Chinese characteristics.Realistically,it can not only maintain the continuity and effectivenessof the anti-corruption struggle and promote the modernization of national governance capacities,but also raise people’s living standard,improve social morality and consolidate the Party’s grass-roots organization and grass-roots political power.This paper took the author’s former work place—Ziyang City,Sichuan Province as an example.This research area provides aconvenient research foundation for obtaining relevant data and cases.In addition,as this region is not significantly different from other regions in factors such as economy,geography,and urbanization level,the results of research conducted here may be more universal and representative.This article is based on the theory of institutional prevention of corruption,international anti-corruption theory,containment theory,government failure theoryand Xi Jinping anti-corruption theory.It is supported by the cases of discipline inspection and supervision in Ziyang City,Sichuan Province and relevant data,and comprehensively used the methods of literature research,questionnaire survey and comprehensive analysis to study the subject in depth.Amongthem,questionnaires were distributed to discipline inspection and supervision staff,objects of supervision and inspection and ordinary peopleto investigate the problem of grassroots "micro-corruption" governance.A total of 235 questionnaires were distributed and 213 were recovered,with an effective rate of 90.6%.Through questionnaire survey,comprehensive analysis and work experience summary,this study believed that the formation of the governance dilemma of “micro corruption” at the grass-roots level was largely attributed to the problems in the discipline inspection and supervision organs themselves,including the narrowing of their investigative powers and relatively single means,the “discipline instead of law” to deal with cases,the lagging constructionof team system,hidden dangers in the design of approval system,and insufficientsupervision of duties.Based on basic theories and practice experience,in order to alleviate the root cause of the "micro-corruption" governance dilemma,this paper puts forward three suggestions: firstly,to improve the professional and elite system of discipline inspection and supervision team;secondly,to establish anormalized anti-corruption mechanism;thirdly,to strengthen the supervision and regulation of the discipline inspection and supervision agencies;fourthly,to improve anti-corruption related systems and mechanisms,including reforming the case approval system,improving the performance evaluation mechanism,establishing an anti-corruption incentive mechanism,and perfecting the four responsibilities coordination mechanism;fifthly,to focus on lifting Party spirit cultivation of grass-root cadres. |
