Performance management is an important means even the core of modern human resources management.The enterprise has brought in the performance management to improve organizational and individual performance,to promote the process optimization of management and business and to ensure the achievement of organizational management objectives.With the reform of government departments and institutions,performance management theory is gradually applied to government departments and institutions.The study on theory of public sector performance management has achieved a certain amount of results.However,there are also some shortcomings due to the late start.Such as,the performance management concept is still deficient,the management methods are backward and so on.All these problems are waiting for being resolved.The purpose of this paper is to explore the performance management model that is applicable to public welfare institutions by analyzing the present situation and problems of performance management in public welfare institutions,taking lessons from the theoretical achievements of government performance management in China,and combining the characteristics of public welfare institutions.Through all of the above,the work performance would be enhanced,and the quality of public service would be improved.At first,by collecting the related literature materials and combining the related theory which the performance management involves,the research angle of views in this paper has been established.Secondly,with the basic theories and concepts of performance management,the general rules of performance management of public welfare institutions in Liaoning province has been analyzed in this paper.Based on the case of study on Agricultural Science Research Institute in Liaoning province,the status of its performance management,Management of all aspects of the implementation process of the problems,and analysis of the reasons for the formation of the problem have been discussed in this paper.Thirdly,the successful experience of the performance management in the United States,Australia and Japan has been introduced.Finally,according to the problems existing in the performance management system of public welfare institutions,suggestions on improving performance management in our province have been put forward from the aspects as follows: knowledge management,performance management,performance evaluation,performance appraisal and performance feedback.It is hoped that it could be a reference for the practices of performance management in other public sectors.
