Public welfare institutions are unique to the social organization of our country, the important part, plays an important role in the provision of public services, create jobs, improve people’s lives, promoting economic development, promoting social progress. The smooth implementation of public institution personnel performance appraisal can effectively motivate staff, strengthen personnel training, to promote the improvement of organizational performance, promote public service quality improvement, so as to improve the overall image of public satisfaction with the unit.In this paper the Hangzhou West Lake waters management personnel performance evaluation as an example, the problems, analyzing the reasons, to explore, and try to put forward the corresponding countermeasures, to provide reference for other public welfare institutions in Hangzhou.This paper is divided into five parts:the first part is based on the public welfare institutions of reviewing relevant literatures, analyses and defines the relevant core concepts and theoretical basis, analyzes the present development situation of our country public institution staff performance appraisal. The second part analyses the characteristics and the necessity of the practice of public institution staff performance appraisal. The third part of the Hangzhou West Lake waters management as an example, the status of implementation, analysis of the staff performance appraisal methods and the advantages and disadvantages of face, Dilemma and reasons of public institution staff performance appraisal. The fourth part is on the basis of above analysis, try to put forward to improve the West Lake water management personnel performance appraisal measures, methods. The fifth part is the conclusion, that the necessary performance appraisal of public welfare institutions personnel, in guiding and promoting the West Lake water management performance appraisal and Practice for China’s public welfare institutions staff performance appraisal provide certain reference.
