This paper takes the performance appraisal of public welfare institutions as the research object,and combines the practice of the Institution T,from the importance of performance appraisal,implementation difficulties,solutions and practical applications,in order to explore the ability to cater to the development of the times.A new performance appraisal system that meets the requirements of performance-based wage reform and meets the needs of public service construction and social development.The importance of the performance appraisal of public welfare institutions is that it is the basis of performance-based wage reform,and performance-based wage reform is the key to the series reform of China's institutions.Only by establishing a scientific,reasonable and fair performance appraisal system can performance wages be smoothly carried out.Reform can enable public institutions to better play their public service functions.However,when the public welfare class employs performance appraisal,there are still problems such as difficulty in quantifying the appraisal indicators,over-emphasis on process procedures,human factors affecting appraisal results,heavy assessment tasks,and implementation difficulties.In order to solve these difficulties,this paper combines the excellent practices and advanced experience of enterprises and administrative agencies to propose solutions to introduce goals and key result systems,use informational performance appraisal tools,make good use of organizational target decomposition methods,and strengthen performance communication and feedback.Based on these solutions and performance management status,T units should establish a balanced scorecard(BSC)as the basic framework of the performance appraisal system,objectives and key results(OKR)and key performance indicators(KPI)for the performance appraisal specific indicators of performance appraisal The system uses the 360-degree feedback method to implement performance evaluation,and continuously carries out performance communication and feedback.Finally,the performance appraisal of the public welfare class is clear,the indicators are reasonable,the results are fair,and the actions are efficient.This paper uses case analysis method,questionnaire survey,research interviews and other survey methods to analyze the status quo and existing problems of T-performance evaluation of centrally-owned institutions.Through extensive reading of relevant books,the latest academic literature and special research reports,this paper compares and analyzes public welfare institutions and The difference and connection between the performance appraisal system of enterprises and administrative organs finally leads to new ideas and solutions for the performance appraisal of public welfare institutions.However,this article only uses the unit T as an example for practical application.Other public welfare institutions should be flexible in combination with the actual situation of the unit,and all serve to realize the organization's vision and development goals...
