A Study On The Innovative Social Administration In Huai'an

The need for innovation in social administration results from superimposed emergence of various social hot issues and conflicts,further diversification of people's value orientations and interest demands as well as interpenetration and interaction among different ideologies given China's entrance into a period of accelerated economic transition.The political board of CPC central committee held a conference on May 2015 for innovation in social administration and construction."Social administration innovation"(the SAI hereinafter)has become a heated focus at both the National People's Congress and the Chinese People's Political Consultative Conference in 2016.Over recent years,the city of Huai'an has stuck to the grand ambition to fill the city with wealth,beauty and happiness.Strictly subject to the overall requirement on synchronized improvement in both economic growth and personal wellbeing index,it has oriented SAI to security establishment and has used the rule of law as a catalyst to achieve a leap in such innovation.While ensuring and facilitating both good and rapid development of the economic society,it has continuously made its social administration more scientific by actively exploring locally-adapted new approaches.So far,the SAI in Huai'an has been started with livelihood improvement,based on project construction,realized through democracy and the rule of law,concentrated on conflict resolution,oriented to service intensification and backed with public security maintenance and control.The city has carried out a number of SAI practices and has achieved a variety of innovations such as the Mechanism for Social Stability Risk Assessment in Major Events,the New Model for 126 Petition Responses and the Grid System of Social Administration for Urban Communities.However,Huai'an still has a long way to go with regard to social construction and administration due to the complexity of social system,the diversification of social demands and continual emergence of new social problems.The author considers accelerating establishment of the index system for evaluation of social construction as one of the highlights in Huai'an city's reinforcement in social construction and administration.Huai'an should base the establishment of its index system for evaluation of social construction on our existing Statistical Bulletin of National and Regional Economic and Social Development,as published by our National Bureau of Statistics,with reference to such systems already unveiled in other provinces and cities.The index systems for evaluation of social construction in other provinces and cities shall never be simply copied or transplanted but be selectively learnt and modified according to the city's own attributes and the new situation and missions.Regarding specific SAI approaches,I recommend the city of Huai'an explore a new approach to innovations in social construction and administration in consideration of the urbanization,industrialization,informatization,marketization and socialization background.First,to make innovations in social construction and administration with the urbanization progress taken into account.Regarding administration of communities,Hangzhou's experience deserves reference to such extent as to introduce a marketized mechanism and encourage community-wide democracy as well as to enforce the community service licensing system and the standardized construction.Regarding indemnificatory housing,a fiscally-based and multi-sourced funding system is to be established to take full use of vacant social houses while the standards and procedures of allocation are to be strictly followed and the quality of construction must be assured.Regarding demolition normalization,both "interest coordination" and"emotion management" are to be highlighted and historic and cultural buildings and sites must be protected.And regarding urbanization of peasants,focus should be given to two groups of peasants,namely the "passively urbanized peasants" and the migrant workers.Second,to make innovations in social construction and administration with the industrialization progress taken into account.Regarding quality and safety control for industrial products,a quality control system and a quality monitoring mechanism are both to be set up with a focus on key industries,and an emergency response system has to be prepared.Regarding environmental management,the social risk assessment mechanism ought to be further improved for major projects and the environmental petition response mechanism should be made more sound,with the supervision and renovation to be intensified,while a biological offset mechanism and a specialized environmental dispute resolution mechanism are to be established.Regarding regulation of safe production,efforts shall be made for safe production guidance,corporate safe production operation,safe production supervision and reform of administrative approval system.And regarding administration of and service for the migrant population,the service concept must be strengthened and scientific and intelligent management is to be adopted.Third,to make innovations in social construction and administration with the informatization progress taken into account.On one hand,the capability of internet administration is to be improved with reference to Zhenjiang where the internet society is established for guidance instead of limitation purposes,and an inter-department communication and coordination mechanism has been set up reflecting the open,tolerant,and rational principles.On the other hand,the information technology shall be actively utilized to improve social administration.Following the examples set by the Qinghe District and the Dongcheng District,City of Beijing,the grid model of social administration should be promoted to other districts of Huai'an.The information technology can help integrate social administration resources such as setting up a communication mechanism among the government,citizens and social organizations by means of social networking as well as reforming the existing social administration process and increasing the efficiency through IT approaches.Fourth,to make innovations in social construction and administration with the marketization and socialization trend taken into account.On one hand,the city should proactively explore a mechanism for marketized supply of public services to transfer to the market and demarcate part of its public service duty.Thus for the demarcated part the marketized mechanism will apply while the government will be responsible for the other parts and minimize the "market failure".On the other hand,a mechanism is to be built for social organization hatching.The city needs to take use of the province-wide establishment of bases for social organization hatching and supporting and build its mechanism for social organization hatching to improve its social organization administration and to guide social organizations to participate in social construction and administration especially in the administration of grass-root society.
