As an island with poor resources,Japan lacks of material capital and land element to develop its economy.However,with rapid recovery from the World War II,Japan has become a powerful country in Asia and even around the world.According to Schultz's human capital theory,human capital was crucial to the rapid recovery and development of Japan in the sixty or seventy's.Japan laid great emphasis on education and talents,especially vocational education,which directly provides Japan with a large number of skilled talents.Later,Japan attached great importance to lifelong education,utilizing legislative system to guarantee its development which provides an important basis for sustainable development of Japan's human capital.The law of<Lifelong Learning Promotion Act>was designed to play a pioneer role in facilitating government policies and measures for promoting lifelong learning.In order to get some inspirations on promulgating and implementing Chinese lifelong learning law,this thesis analyses legislative background,basic contents,features and implementation of Japanese<Lifelong Learning Promotion Act>from the perspective of lifelong learning.Main parts of this thesis are as follows:The first part analyses international and domestic background of Japanese<Lifelong Learning Promotion Act>,including the trend of lifelong learning development and lifelong education around the world,the foundation of early foreign laws and regulations and Japan's domestic political,economic and cultural background.From the perspective of domestic and foreign background,the first part analyses crucial reasons of Japan's lifelong learning legislation.The second part includes basic contents and features of Japanese<Lifelong Learning Promotion Act>.Basic contents are purpose,legislative subjects,responsibilities and supervision of the law.The purpose is to promote the revitalization of lifelong learning in prefectures and municipalities.The legislative and responsible subjects include the Ministry of education and local education committee.Legislative responsibilities are consist of making "basic plans" of lifelong learning,providing opportunities of lifelong learning,collecting and organizing information about lifelong learning and cultural activities,offering financial support and integrating social resources for lifelong learning.The legislative supervision institution,namely the lifelong learning council,includes central and local councils.With the ability of supervision and feedback,the Central Council is in charge of counseling and proposing for national lifelong learning career.Meanwhile,local councils are responsible for investigating and supervising the results of lifelong learning to feedback to local education committees.The law fully reflects three characteristics—top-down promotion style,coordination among lifelong learning organizations and privatization.The third part is about implementation of Japanese<Lifelong Learning Promotion Act>.According to traditional analysis system,this part illustrates the implementation of the law by analyzing education reforms in accordance with the idea of lifelong learning,advisors,facilities and platforms,lifelong learning opportunities,supervision and evaluation.The fourth part is about enlightenments from above analysis of Japanese<Lifelong Learning Promotion Act>which including enactment of the law of promoting lifelong learning,emphasis on implementation of lifelong learning laws and establishment of assessment system of lifelong learning.Based on the analysis of Japanese<Lifelong Learning Promotion Act>,the author tries to come up with some relevant suggestions to help the enactment of Chinese lifelong learning law.
