Strengthen human capacity building for today’s society has a crucial strategic significance. Training has a very important role in China’s civil service, which enables the ability to work and quality of our ideas of civil servants to get better development, improve government efficiency. Therefore, strengthening the national civil service training is the key to improve the civil service capacity building, is also an effective way to tap talent. The only way a country is prosperous and strong emphasis on the operational capacity of the civil service, ideological and moral qualities, scientific and cultural qualities, only the increase in personal capacity building of civil servants in order to improve the overall comprehensive national strength, and this is an important way for China’s development.The training of civil servants to carry out more than twenty years, there is now a significant achievement, but our traditional civil service training there training content updates slow, theory more than practice, training single way, many problems and poor training evaluation mechanism. The traditional civil service training has been unable to meet the needs of the age of rapid development of technology, E-learning is the training of personnel for the development of network technology needs and a good combination E-learning e-learning training concept that by virtue of the whole concept of lifelong learning to change the traditional training methods, and rapid development in the world, and was business and government attention.In this paper, combined with China’s current civil service training needs analysis problems using systems analysis methods, learning theory of behaviorism, lifelong learning theory, constructivist learning theory, under the guidance of humanistic learning theory and the theory of distributed cognition, the necessity of the implementation of the civil service E-learning training system proposed. Through lessons learned abroad and Hong Kong and Taiwan government E-learning, and learn from the successful experiences and analyze the implementation of E-learning should be overcome. Finally, for the training of civil servants E-learning system for design studies, and proposed a new technology in the civil service E-learning Training.
